Initiative of Coalition of Serb Refugees from Croatia

No Croatian Entry into EU Before Honoring Human Rights Conditions

How We Can All Help

Dear Friends

We are writing to apprise you of a world-wide initiative that is being undertaken by the Coalition of Refugee Associations in the Republic of Serbia.  As Croatia proceeds in the process toward entry into the EU there is a great risk that a required condition to entry, Serb refugee returns and rights to their property will be waived thus eliminating forever Croatian Serb's legal protections in Croatia.  As has been widely reported globally by all human rights organizations and other international bodies Croatia is still in grave violation of internationlly required protections of these rights.

During the last fifteen years the Serbs from Croatia had waited for Serbia and the international community to see that Croatia honored these rights, terms they agreed to in numerous accords they signed, to no avail.  Desperate to prevent this door from shutting they have started an initiative to reach as many Serbs from Croatia around the globe as possible to sign their petition.  We have been asked to assist them in reaching out to our community.

The Serbian Unity Congress supports this effort.  The first phase deadline for signatures is January 31st, which will be submitted to relevant international bodies in February.  The Coalition will continue to collect signatures until March 31st in a second phase.

Please to read this announcement and spread the word.

Refugees Call

For Support for Petition

We call on all Serbs and other citizens who are refugees, have been expelled from or have ancestral ties to the Republic of Croatia, as well as citizens of Serbia who have property rights in the Republic of Croatia to sign this petition and support this effort.

Signatures will be collected from 11/15 to 1/31 in the Republic of Serbia, Montenegro, Republika Srpska in Bosnia and Hercegovina, the United States, Canada, Australia and the European continent. Support of this effort is shown by a one time signature.

We also call on all of you that have the ability to join us to help in collecting signatures. It is important that you contact us so we could present you with materials (by way of regular mail, or e-mail). A signature list has the following fields of collected data: sequential id, last name, first name, county and city in Croatia, county and city in the Republic of Serbia (or other country), personal id (licni broj), signature, page number (filled in by collector, not signatory). Your obligation as collector will be to send the filled out tables via certified mail (or deliver in person) to the address below. Please keep a maximum of 10 signatures per page.

The goal of this action is to collect as many signatures as possible and in that way send a strong message that the time has finally come for a lasting and just solution to the myriad of issues facing expelled Serbs, refugees and those with ancestral ties to the Republic of Croatia. Copies of the collected signatures will be sent to all relevant organizations in the International Community, to the Republics of Serbia and Croatia.

The petition of Serb refugees expelled from the Republic of Croatia has thus far been endorsed by representatives of 100 refugee organizations and ancestral organizations, sent to 175 organizations in the International Community, and to the Republics of Serbia and Croatia.

Dismal Record of Allowed Returns

Of the approximately 400,000 Serbs expelled from Croatia with properties seized, other rights denied, this chart shows the small numbers of returnees.

Can we allow this historical fact to stand?
